NYC Childcare Funding Programs We Accept

New York City has one of the most comprehensive childcare subsidy systems in the country. Understanding which programs you qualify for can be confusing — Sunshine Learning Center helps families navigate all of them. Here is a breakdown of the main funding sources we accept.

Whether you qualify for full subsidy through HRA or ACS, free programming through UPK or 3-K, or a combination, our enrollment team will help you apply and maximize your benefits. Many families use multiple programs together to cover the full cost of childcare at no out-of-pocket expense.

HRA Childcare Vouchers (Child Care Assistance Program)

Infants (6 weeks - 12 months)

The NYC Human Resources Administration (HRA) provides childcare vouchers through the Child Care Assistance Program (CCAP) for eligible low-income families. If you receive public assistance, are working or in job training, or meet income guidelines, you may receive a voucher that covers most or all of your childcare costs at Sunshine. HRA vouchers are accepted at all 8 Sunshine Learning Center locations.

Toddlers (1-2 years)

How much does HRA pay? In 2026, HRA childcare voucher reimbursement rates cover a significant portion of full-day daycare costs in NYC. Your copay (if any) depends on your household income and family size. Many families with HRA vouchers pay $0 out-of-pocket at Sunshine Learning Center. To apply for HRA childcare vouchers, contact your local HRA job center or visit ACCESS HRA online.

Early Preschool (2-4 years)

ACS (Administration for Children Services) childcare subsidies are available for income-eligible families, child welfare-involved families, and families receiving preventive services. ACS subsidies are accepted at all Sunshine locations. If you are working with an ACS caseworker or preventive services provider, ask them to refer you to Sunshine Learning Center as your preferred provider.

Preschool and Pre-K (4-6years)

Universal Pre-K (UPK) provides free, full-day pre-K for all NYC 4-year-olds. 3-K for All provides free, full-day early childhood education for all NYC 3-year-olds. Both programs run through the NYC Department of Education and are accepted at all Sunshine Learning Center locations. Apply through MySchools.nyc.

How to Apply for Childcare Vouchers or Subsidies

Step 1: Determine which program you qualify for. HRA/CCAP: contact your local HRA job center or visit ACCESS HRA at access.nyc.gov. ACS subsidy: speak with your ACS caseworker. UPK: apply at myschools.nyc for 4-year-olds. 3-K: apply at myschools.nyc for 3-year-olds.
